Paving Penrith
Landscaping Penrith takes paving jobs across the Penrith area: paths, front entries, patios and pool surrounds, in concrete pavers, natural stone such as bluestone, or concrete. A local landscaper we work with visits, checks the levels, the clay and where storm water will run, then agrees a clear price and what's included with you before any work starts.
What sets the price of paving
The landscaper prices your paving at the site visit, from what they see on the block:
- The area in square metres, and the material: concrete pavers, natural stone such as bluestone or travertine, or concrete
- What has to come out first, such as old pavers, a cracked slab, soil or roots, and taking it away
- The base the ground needs, which is deeper where a car will drive than under a path
- Steps, edges and the fall, and any strip drain or pit to take the water
- Cuts around curves, corners and the pool, and how easy it is to get barrows or a machine in

Paving on Penrith clay
Much of Penrith is built on shale clay that drains slowly and moves as it wets and dries. Pavers laid on a thin bed over that clay can sink and hold puddles. So the landscaper digs down to firm ground, lays and compacts a crushed-rock base (road base), screeds a bed of sand over it and sets a fall away from the house.
In a summer storm, rain runs straight off paving, and the clay beside it can't take the water in quickly. A patio needs somewhere to send it: a strip drain (a narrow grated channel set into the paving) along the edge, or a pit piped to the stormwater. Penrith City Council's planning rules for new development also ask for permeable paving, which lets rain through its joints or surface, as one way of managing heat; on a big patio it also means less water running off.
Older suburbs
Kingswood and St MarysMany back yards have a cracked slab or brick pavers that have sunk. Relaying means lifting them, fixing the base and the fall, then laying them again or laying new ones.
New estates
Jordan Springs and Glenmore ParkA side path and a patio off the alfresco are common first jobs, and estate guidelines can set the materials. Jordan Springs' Eastern Precinct guide, for example, asks for the driveway in stencilled or coloured concrete or pavers.
The foothills
Leonay and Emu HeightsA path down a slope needs steps or a gentle grade, and a patio on a sloping block may need a low wall on the high side. Steps and walls are on Retaining walls.
Acreage
Mulgoa and Orchard HillsLonger paths and paved areas around sheds and pools.

Pool surrounds
Landscaping Penrith also paves pool surrounds, for new pools and for older pools that need a new edge: pavers, stone such as travertine, or exposed aggregate concrete, with coping along the pool's edge. Wet bare feet need a non-slip surface, and the paving falls away from the pool so splashed water doesn't run back in.
The pool safety rules shape the layout. Under Penrith City Council's pool safety rules, nothing a child could climb, such as a low wall, garden edging, a planter or a pot, can sit within 900 mm of the pool fence. On an older pool that can mean moving a planter or a garden bed. The landscaper checks your pool area at the site visit; for the fence itself, see Fencing.

What happens after you ask
- Send your suburb, the job and a rough size, or a photo. You hear back within 48 hours.
- A local landscaper calls to book a visit. On site they measure the area and check the levels, what's under any old paving, where storm water goes, side access and whether council approval is needed.
- You get a clear price and what's included, agreed before any work starts, and a time frame once they've seen the job.
Questions people ask
How much does paving cost in Penrith?
As a rough guide, about $100 to $165 a square metre for concrete pavers including the base, and about $160 to $290 for natural stone (Yakka Labour, Sydney, October 2026). These are published guide figures, not a quote for your job. The material, the area, what has to come out first, the base and the drainage set your price, and the landscaper agrees it with you at the site visit, before any work starts.
Should I use pavers or concrete for a patio?
Either works on clay when the base and the fall are right. Pavers can be lifted and relaid if the ground moves or a pipe underneath needs fixing. A concrete slab is one piece, so it needs joints to control cracking, and a crack is hard to repair without it showing. The landscaper talks through both at the site visit.
Do I need council approval for paving in Penrith?
Usually not for paths and patios in your own yard. Paving on a heritage item or in a heritage conservation area is different, and a path or driveway across the council footpath needs council's approval. The landscaper checks yours at the site visit.
Does a paver need a licence in NSW?
Yes, for paving work worth more than $5,000 in labour and materials, including GST. Paths and paving are on the NSW list of structural landscaping work. You can check a licence online or in the Service NSW app.
Do you take small paving jobs?
A side path for the bins or a small landing outside the back door is worth a quote.
How long does a new patio take?
The landscaper gives you a time frame after the site visit, once they've seen the area, the levels and what has to come out.
